４４）世界大戦中に二度の革命が勃発したロシア帝国は、ロマノフ王朝が崩壊しソビエト連邦政府が誕生と同時に、共産主義国家としての第一歩を踏み出したのである。

この時に考案されたのが、諸外国の政府内に潜入し政治工作活動をする集団だった。このスパイ集団活動をコミンテルンと呼んだ。

４５）当時の世界情勢は何処で戦争が起こっても不思議ではない状況だったが、どの国も内乱や占領政策による戦いで、経済は疲弊し国民も精神的に疲れ果てていた。

こうしたスパイ活動によって戦を有利に導こうとする行為は、当然存在したであろう。日本でもソ連のスパイ・ゾルゲ事件などが発覚している。

４６）ルーズベルト大統領の政敵であったハミルトン共和党党首は、日本の真珠湾攻撃に疑問を抱き、引退後４０年間ハル・ノートを研究した。

そして、原案者のハーリー・ホワイト財務次官補は、共産主義国家のスパイ・コミンテルだったと公表し、政府内に２００名のスパイが介在したと断言した。

４７）１９３０年代の支那は、近代化を推進する蒋介石の国民党軍と、ソ連の支援下で農民が中心だった毛沢東の共産党軍が激しい内戦状態にあった。

蒋介石の国民党軍は常に優勢であったが、共産思想の強い重臣・張学良によって西安事件が起こされ、蒋介石は呆気なく囚われの身となってしまう。

４８）劣勢だった毛沢東は大いに喜び即時死刑を叫んだが、ソビエト政府は命と引き換えに、日本軍との戦闘指揮を命じたのである。

ここでもスパイ集団コミンテルンは、蒋介石が率いる国民党軍を日本軍の全面へ押し立て、ゲリラ戦を展開し盧溝橋事件を企て、無理やり日中戦争へと舵を取らせたのである。

この様に共産主義国家ソビエトは、着実に世界制覇の足固めを進めていたのです。

３９）ルーズベルトの側近にヘンリー財務長官と云う人物がいた。彼は大統領から、ドイツの同盟国日本を太平洋へ引きずり出せば、ドイツに参戦する大義名分が成り立つと、常日頃から聞かされていた。

そこへ登場したのが直属の部下であるハーリー・ホワイト財務次官補であったと言われております。

４０）提出された日本挑発案は、後にハル・ノートと呼ばれ、日本が真珠湾攻撃を決断する原因になったものである。

この計画書を一読したルーズベルト大統領は、周りの人間には目もくれず自ら卓上電話で、ハル国防長官を呼び出したと漏れ伝わっています。

日本を挑発するには充分過ぎたのであろう。

４１）ルーズベルト大統領から渡された書類を読み終わったハル国防長官は、これは日本へ喧嘩を売っている事だと苦虫を噛み潰した。

当時の日本は、アメリカ・イギリス・支那・オランダによる対日経済封鎖により、石油・ゴム・といった資源が供給停止されていた為に南方進出へ国運を掛けていた。

４２）然し、当時の東南アジア諸国は殆ど欧米の植民地であった。その国々を独立させ対等貿易を行えば日本に活き残る道はある。

その為にアジアから欧米の植民地支配を排除したいが開戦に踏み切る国力は無い。そんな状況下で日本は日米開戦を回避すべくぎりぎりの条件を提示し日米交渉の妥結を謀っていた。

４３）ハーリー・ホワイトの協定案は１０ケ条からなる降伏受諾書に等しいものだった。

日本が日露戦争以降３０数年をかけて築いた東アジアでの権益と領土、軍事同盟の全てを直ちに放棄することを求めてあった。

国防長官の名を付けたこのハル・ノートは、太平洋戦争開戦に置ける両国の大義名分の役目を充分果たしたと言える。

この様な経過を辿り太平洋戦争開戦となった。

３４）日本は戦国の昔から大東亜戦争に突入するまで、外国との戦いで後れを取った事は一度もない。

勿論、近代戦史に置ける日清戦争・日露戦争・世界大戦への参戦に置いても、目覚ましい戦果を挙げ続け常に戦勝国の仲間入りを果たし、世界へ向かって着実に確かな礎を築きつつあった。

３５）別の表現をすれば前だけしか見えず戦ったのかも知れない。

欧米の列強国にしてみれば、地球の外れの小国と侮っていた日本が、気が付いたら何時の間にか足元まで忍びよっていた事になる。

大東亜戦争直前の日本は、支那との間で中国大陸を二分する戦いを続け、常に日本が優勢を保っていた。

３６）簡単な話が列強各国にとって日本が自分達と肩を並べると云う事は、その分占領する他国領土が制限され、植民地からの収益が減少する事を意味する。

そればかりか、今までに奪い取った植民地を日本に奪い返される可能性も否定できない。欧米の列強に取っては目の上のタンコブになった。

３７）米英に取って広大な中国大陸は、喉から手が出るほど欲しい重要な地域であった。

当時の英国は積年の敵国ドイツと第二次世界大戦に突入しており、ヒットラー率いるナチス・ドイツに歯が立たなかった。

英国のチャーチル首相は、朋友であるルーズベルトに米国の参戦を促していたのである。

３８）米国のルーズベルトは戦争廃止を公約に三期目の大統領職に就任したばかりであった。

米国民は相次ぐ大戦に疲れ切っており、新たな戦争を始める口実は至難の業だった。もっと信じられない不思議な事実は、この時点で米英の間に同盟国協定が存在しなかった。

国民の眼を逸らしドイツへの宣戦布告を企てるには余程の覚悟が必要だった筈だ。
